But now, it is also used as a tool for privateering, making it a legitimate form of war-like activity by non-state actors. Before, piracy used to be just for commerce raiding. From that point on, piracy has come a long way. It started from a group of ocean raiders which attacked the ships of the Aegean and Mediterranean civilizations. The earliest documented records of piracy were in the 14th century BC. While Somalia and the Gulf of Aden are still the world's most treacherous waters, they are no longer the worst.
